The U.S. Department of Treasury’s Financial Crimes Enforcement Network (FinCEN) issued two federal regulations of insurance companies under the Bank Secrecy Act and the USA PATRIOT Act of 2001 (Patriot Act). FinCEN continues to exclude insurance agents and brokers from direct coverage, leaving insurance issuers and underwriters solely responsible for managing AML risk associated with covered insurance products.
